Understanding Trust as Infrastructure

Sovereign AI, Secure Supply Chains and How Modern Operations Prove Their Reliability to Stakeholders

In Understanding Trust as Infrastructure, Claudiu connects sovereign AI, cybersecurity, privacy, vendor assurance, data residency, operational resilience and independent verification. He explores how modern organizations demonstrate that complicated systems deserve confidence even when much of the machinery sits outside their direct control.

CIRA’s latest research provides the commercial context: 74 per cent of Canadians have already changed some aspect of their digital behaviour because of privacy concerns.

Claudiu Popa Keynote Speech Public Trust Is Infrastructure

Canada is committing approximately $890 million to the infrastructure layer of a new sovereign public AI supercomputer, part of more than $2 billion in existing federal investments in Canadian AI compute capacity.

At exactly the same time, the infrastructure underneath modern organizations is becoming harder to see.

Verizon’s 2026 breach research found that third parties were involved in 48 per cent of breaches, a 60 per cent increase from the previous year.
Consider a modern service for a moment. The organization owns the customer relationship, but the application sits in someone else’s cloud, identity is handled by another provider, software contains open-source components, an AI model depends on external infrastructure, information crosses jurisdictions and critical functions rely on vendors that rely on still more vendors.

The stakeholder sees one logo.

The risk team sees a supply chain.
